Geography:
The Sandbury Desert is a well-known desolated area on the Usean Continent. It is positioned at the east of Altoora Desert in northern region. Sandbury is very dry, filled with reddish brown sand, surrounded with extremely narrowed canyon rocks. In the 2040s, three rivers flow in this area and the sand become lightened. Many conflicts took place in this area, one of them involved a battle between the Unified Forces and the Usean Rebels. Years later in 2040, General Resource exploited this territory to establish their Geodesic Dome as a large research facility. Soon afterward, Neucom began their construction of bio-technology plant here.

Operation Cavalry:
During the Usea coup d'etat in 1998, a Unified Forces Intelligent Unit's recon E-767 "Stage Coach" was shot down by the Usean Rebel group in the middle of Sandbury Desert. While the allied rescue unit was sent off to the crash area, the Rebels attempted to foil the effort by sending their own ground and air force to steal the Unified Forces' military codes on board before the government forces arrived. Scarface One was assigned to commence the escort operation and rescue the downed plane at all cost with a short amount of time on hand.

Operation One Way Ticket:
The UPEO had received an alert that Neucom scientists had been abducted and were being transported across the Sand Bury desert by train. The UPEO dispatched one of their aces to destroy the train before it could reach it's destination.

Question: How could the Defense College be built in 2045 when Dision graduated from it in 2018?
