Overview:
With the destruction of the Sphynra, Erich and Nemo launch a final attack against the UPEO Base and Defenses in Expo City, under the command of Gilbert Park. After destroying all opposition, Gilbert Park attempted to escape from the base but was shot down before his helicopter was able to leave the runway.

I believe the Mission Update is not exclusive to Park.. I mean, there's some white enemies as well..

Or is it not?

lol XD. NO, you are confused with another mission, in the same city, in the night too. That missión update is relly big, with enemy planes and tanks, but no this mission
