I doubt it. There is no evidence that the Stovies were nuclear capable. If they were, they would have shot nukes from Chandlier. I bet it's a chem or bio weapon.

1) There is nothing stated that they wanted to destroy the city. They only said that the had a "scorched earth" plan, and a bio weapon would be very effective for that.
2) Bio weapons are considered to be WMDs. The definition of a WMD is "any weapon meant to kill indescriminately".
