Well, to me, think the rebels had a great deal of help from the blekan "Grey Men", I mean, there's a lot of belkan inmigrants around the world who may had been escaped to avoid judment for war crimes under false identities, the coup was in 1998, the belkan war was in 1995, that eas enough time to setle down and start ploting a takeover, then use them as pupets around their fingers continue the war as belkan allieds, that's how they got Gründer Industries tecnology

Very true - I bet a lot of people emigrated after the nuclear strikes. I don't think the Grey Men had anything to do with it, but I bet that Usea was able to secure the FALKEN plans some way or another after Belka was crushed, and the rebels stole a prototype.

On topic, the whole Belkan connection does make sense, since Estovakia also had Belka's help to create the Aigaion, Kottos, and the Gyges lol. Maybe they did help the "Usean Rebels" too, its def a possibility, since in AC2, they didnt go too much into the story.

It fires a missile backwards once in a while, but it's only sort of annoying. The missile doesn't really chase you, it usually just flies straight. The missiles that the Gelb Team from ACZ fire backwards are waaaaay worse.
