Biography:
After graduating from Beijin University's economics department in 2014, he joined General Resource Ltd.. After he successfully filled several important posts at all of the corporations in General Resource Group, in 2031 he received
recommendations from GR and transferred to UPEO. He presided over a UPEO increasing in its ability to maintain peace and order.

Gilbert Park is the commander of the Universal Peace Enforcement Organization, or UPEO, a post that he would ascend to after Gabriel Clarkson's death. Prior to joining the UPEO, he was known to be a General Resource employee, but worked to increase the NUN's and the UPEO's power over the companies. In order to do this, he recruited Abyssal Dision to begin a massive war which would portray the companies in a negative light, but his plan would eventually backfire. After the war, all information pertaining to Park's and Dision's plan was covered up by the UPEO, Neucom, and General Resource in order to maintain the status quo.

The dude is pretty much the main antagonist of the game; he's about as close to the evil one as you can get in AC3, which is so morally ambiguous and grey that it's not even funny.

Maybe the original Project ACES, er, I mean AC3 Project Team was intended to create some country based on China and UK (since there's some University that also similar to Oxford and... Cambridge?), maybe also Korea. But, well...
