Not necessarily true. There are sections of Major public highways that are designed to be used as impromptu airfields in case of attack. And if the Osean government wasn't supporting the Razgriz, then why did they close off the highway so it could be used by the Razgriz.....

After all, by that time, control of the Osean Government was returned back to President Harling, who was subsequently rescued by the Razgriz. And their Traitor status would have been changed by President Harling himself......
