Imaginably so. You would think that the capital city of one of the world's superpowers would absolutely dwarf the capital of a smaller country like Emmeria, granted they both also have a huge metropolitan area. Come to think of it, Oured more resembles New York City than it does DC, or at least from what I've seen.

Gracemeria is the second largest city (in terms of size and population) in the AC universe (it said so in one of the newspapers posted on www.acecombat.jp/ace6 ) and Oured is the first. It's just the PS2's processing power... it can't render the same environments that the 360 can.

I think it is reasonable to compare (as far as concerns the population) to Tokyo: even Japan's capital is located in a bay (is that so, isn't it?). Not to mention the factory district and the harbour that is probably hosted somewhere around: since Oured is located on the sea is probably a major hub for worldwide sea-based trade. And not to forget the mass transit systems, they have to be huge...
